Representatives of the Commissioner for Human Rights in Russia carried out a site inspection at correctional treatment centres No. 3 ( LIU-3 ) and No. 10 ( LIU-10 ) in Nizhny Novgorod region. The inspection revealed a number of violations of custody conditions in LIU-3.

On 15 May, Commissioner for Human Rights in Russia Ella Pamfilova met with Ambassador of Switzerland to Russia Pierre Helg, and Minister and Deputy Head of Mission, Embassy of Switzerland, Patric Franzen.

On 14 May, representatives of the Commissioner for Human Rights in Russia were sent to Salavat, the Republic of Bashkortostan, to inspect the maximum security penal colony No. 2.

Media reports as of 6 May on riots in correctional treatment centre No. 3 (LIU-3) in Nizhny Novgorod region led to the site inspection. According to the media reports, an emergency situation occurred in the penal colony. 

This is the first report of Ella Pamfilova as the Commissioner for Human Rights in Russia, appointed to this constitutional post by the State Duma of the Russian Federation on 18 March last year.

On 27 April, Commissioner for Human Rights in Russia Ella Pamfilova took part in a regular meeting of the Russian Federation Interagency Commission for Council of Europe Affairs (IAC) chaired by Minister of Foreign Affairs of Russia Sergey Lavrov.

On 23 April, Commissioner for Human Rights in Russia Ella Pamfilova met with representatives of the Council of Europe.

On 13–17 April, Commissioner for Human Rights in Russia Ella Pamfilova paid working visits to Sverdlovsk Region and the Republic of Tatarstan.

On 6 April, the President of Russia signed the Federal Constitutional Law On the Commissioner for Human Rights in the Russian Federation and the Federal Law On Amendments to Certain Legislative Acts of the Russian Federation to Improve the Work of Human Rights Commissioners.

On 2 April, Commissioner for Human Rights in Russia Ella Pamfilova met with Director of Amnesty International Representative Office in Russia Sergei Nikitin.
