On 3 September, a Coordination Council meeting of human rights commissioners in the Southern Federal District (SFD) headed by Ella Pamfilova was held in Volgograd.

Nine were injured and four died in fire in Pre-Trial  Detention Centre No. 1 of the Ulyanovsk Region Directorate of the Federal Penitentiary Service of Russia on 29 August 2015. It is the matter of great concern since such fundamental human rights as the right to life and right to health have been violated. 

As a result of the inspection of Military Unit No. 71211 in Kostroma, initiated by the High Commissioner, some violations of the guard service managing and stress resistance testing of servicemen before their going on watch were found out.

High Commissioner for Human Rights in Russia Ella Pamfilova has expressed her condolences to families and beloved ones of the lost in fire in Pre-Trial  Detention Centre No. 1 ( SIZO-1 ) of Ulyanovsk on 29 August, and wished the injured a speedy recovery.

On 27 August, High Commissioner for Human Rights in the Russian Federation Ella Pamfilova visited some penitentiary facilities in the Republic of Mordovia, including a female correctional facility ( IK-2 ), strict regime correctional facilities (IK- 22 and  IK-5 ), and a special regime correctional facility (IK- 6).

On 27 August, High Commissioner for Human Rights in Russia has assigned a staff member of the Office to investigate all circumstances of the shooting accident which occurred in the Military Unit No. 71211 yesterday.

On 26 August, High Commissioner for Human Rights in Russia Ella Pamfilova has sent an official reply to the open appeal of the Ukrainian Parliament Commissioner for Human Rights, Valeriya Lutkovska, regarding detention of a Ukrainian citizen, Nikolay Karpyuk.

The invariable number of complaints having been received for years from people driven to despair proves that the issues of release on parole remain among the most acute ones. Vagueness and discriminatory character of the criteria used by court to endorse a release on parole are fairly pointed out by human rights defenders and convicts themselves.

High Commissioner for Human Rights in the Russian Federation Ella Pamfilova welcomed the ruling to change the restriction to the former  editor-in-chief  of Duel newspaper, Yuriy Mukhin, announced by Moscow City Court on 19 August.

On 14 August, representatives of the High Commissioner for Human Rights in Russia visited journalists Yuriy Mukhin and Alexander Sokolov in the  Pre-Trial  Detention Centre No. 2 of the Moscow Directorate of the Federal Penitentiary Service of Russia.
