On 21 October, High Commissioner for Human Rights in Russia Ella Pamfilova met with US Department of State Deputy Assistant Secretary Kathleen A. Kavalec aсcompanied by the delegates from the US Embassy in Moscow.

High Commissioner for Human Rights in Russia Ella Pamfilova (hereinafter referred to as the High Commissioner) submitted her appeals to the Prosecutor General’s Office and the Federal Penitentiary Service of Russia (the FPS of Russia) urging to take actions following the results of the investigation into the information about violation of prisoners’ rights in correctional facilities of the Vladimir Region Directorate of the FPS of Russia.

On 19 October, the Ryazan District Court ruled that a defendant in the Bolotnaya Square case Alexei Polihovich would be released on parole.

This was reported by the Prosecutor’s Office of the Chechen Republic in reply to the official appeal of High Commissioner for Human Rights in Russia Ella Pamfilova to examine the timeliness of the police actions during the attack on the Grozny office of interregional non-governmental organisation the Committee Against Torture on 3 June.

On 15 October, High Commissioner for Human Rights in Russia Ella Pamfilova submitted an official appeal to Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin to examine carefully the mass media reports concerning the involvement of Pskov Territory Governor Andrey Turchak in the assault and battery criminal case of journalist Oleg Kashin.

On 15 October, High Commissioner for Human Rights in the Russian Federation Ella Pamfilova visited the Special Temporary Accommodation Centre for Aliens (SUVSIG), the Moscow Directorate of the Federal Migration Service of Russia.

On 15 October, High Commissioner for Human Rights in Russia Ella Pamfilova met with Belgian Ministry of Foreign Affairs’ Director General for Political Affairs Jean-Arthur Régibeau.

On 14 October, High Commissioner for Human Rights in the Russian Federation Ella Pamfilova took part in the opening of the HSE Department of the Theory and Practice of Business-Government Interaction all-university elective course 'GR in Modern Russia: Theory and Practice'.

This was reported in the official reply of Ukrainian Parliament Commissioner for Human Rights Valeriya Lutkovska to the appeal made by High Commissioner for Human Rights in Russia Ella Pamfilova in protection of the rights of Oleg Novikov, Director of the Kharkiv City Centre ‘All-Ukrainian Association of Employable Disabled People'.
