On 22 April, deputies of the State Duma voted for election of Tatiana Moskalkova as High Commissioner for Human Rights in the Russian Federation. The candidature was proposed by A Just Russia party. As a result of the secret ballot Ms Moskalkova was supported by 323 votes, 11 votes were against the appointment, and one abstained from voting.

The Annual Report 2015 of the High Commissioner for Human Rights in the Russian Federation informs about three petitions to the Constitutional Court of Russia which had some outcome reached before 31 December 2015.

A representative of the Ukrainian Parliament Commissioner for Human Rights visited a Russian citizen, Ms Ch., in Pretrial Detention Centre No. 23 in Poltava once again, according to the official letter by Valeriya Lutkovska received in the Office of the High Commissioner for Human Rights at the end of March.

On 25 March, the last day as the High Commissioner for Human Right in Russia, Ella Pamfilova petitioned the Constitutional Court of the Russian Federation to examine constitutionality of some provisions of the Code of Administrative Proceedings of the Russian Federation.

On 23 March 2016, High Commissioner for Human Rights in Russia submitted petitions to the Judicial Panel of the Supreme Court of the Russian Federation in protection of prisoners Oleg Sentsov and Alexander Kolchenko.

High Commissioner for Human Rights in Russia Ella Pamfilova expresses her confidence that the Investigative Committee of the Russian Federation will follow up the investigation into the events in Pretrial Detention Centre No. 2 in the Republic of Adygea (hereinafter as  SIZO-2 ) and ensure lawfulness of the  pre-investigative  bodies’ decisions.

High Commissioner is closely cooperating with the Investigative Committee of the Russian Federation and the Federal Penitentiary Service of Russia (FPS of Russia) and is following up on the investigation into the death of a  16-year-old  citizen of Ukraine, Vitaly Pop, at a young offenders’ institution in Belorechensk (Krasnodar Territory).

On 25 March, High Commissioner for Human Rights in Russia Ella Pamfilova presented the Annual Report 2015 at the plenary session of the State Duma of the Federal Council of the Russian Federation.

On 23 March, High Commissioner for Human Rights in Russia Ella Pamfilova spoke about main outcomes of 2015 at a press conference timed to the publication of the annual report.

On 22 March, High Commissioner for Human Rights in Russia Ella Pamfilova presented the Annual Report 2015 to President of the Russian Federation Vladimir Putin and reported on the human rights situation in the country.
