Commissioner for Human Rights in Russia Ella Pamfilova expressed her regret that Tatyana Potyaeva had been appointed under no consultations with the human rights community. The Moscow Mayor, when introducing the candidacy of Ms Potyaeva, had not followed the example of the president who held multiple consultations with the human rights and expert communities before proposing a candidacy for the approval by the State Duma.
