Tatiana Moskalkova met with Council of Europe Commissioner for Human Rights

On April 3, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova met with Council of Europe Commissioner for Human Rights Dunja Mijatović.

During the conversation, Tatiana Moskalkova spoke about the main areas of activity of the Russian Commissioner, the subjects of complaints, and the results of the restoration of violated rights.

The parties discussed a broad human rights agenda, in particular, general issues related to the crisis of the Council of Europe, suspension or termination of Russia’s membership in the Council of Europe and possible consequences for the guarantees of Russian citizens’ rights and freedoms.

The Russian Ombudswoman and the Council of Europe Commissioner also touched upon certain cases concerning Oyub Titiyev, Ukrainian citizens who are in custody in the territory of the Russian Federation, and Russian citizens held in penitentiary institutions of Ukraine. In turn, Dunja Mijatović addressed Tatiana Moskalkova in defense of the rights of Viktor Kudryavtsev, a 75-year-old scientist who is in custody on charges of treason. The Council of Europe Commissioner requested the Russian Ombudswoman to assist in conducting his medical examination and providing the necessary medicines. Tatiana Moskalkova stressed that she had already requested to replace the measure of restraint for house arrest.

In addition, the participants of the meeting paid attention to the protection of women’s rights. Dunja Mijatović noted the importance of promotion of the law on the prevention of violence against women, and also raised the issue of ratification of the Istanbul Convention.

At the end of the meeting, Tatiana Moskalkova and Dunja Mijatović expressed confidence in the further development of humanitarian cooperation and the strengthening of human rights cooperation.

"This is a very important meeting, which will determine the vector of development of our relations in the near future," the Russian Commissioner said.
