High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova addressed United Nations High Commissioner for Human Rights Michelle Bachelet and Substantive Executive Secretary of the National Human Rights Commission of Nigeria Anthony O. Ojukwu in defense of rights of Russian citizens kidnapped by pirates from the crew of two vessels "Rio Mitong" and "Djibloho" off the coast of Equatorial Guinea and held in Nigeria since May 2020.

Dear Ms. Bachelet,

Please accept the assurances of my highest esteem.

I am addressing you as the head of the most authoritative international body dedicated to protecting rights and freedoms, and a caring person who makes a significant contribution to ensuring the rights of people around the world.

I am extremely concerned about the fate of Russian citizens Aleksey Perfiliev, Valentin Nechai, Vyacheslav Sechin, kidnapped by pirates from the crew of two vessels «Rio Mitong» and «Djibloho» off the coast of Equatorial Guinea and held in Nigeria since May 2020.

Reportedly Russian citizens are being held in unacceptable conditions in a tent camp. According to their relatives, the abducted sailors are in grave danger.

Piracy, kidnapping and extralegal detention are unacceptable in the modern world. These wrongful acts undermine the foundations of human rights and freedoms enshrined in international universal acts and are condemned by all progressive mankind.

I ask you, dear Mrs. Bachelet, to bring this situation to the notice of the national authorities in order to make best efforts to respect the rights and freedoms of Russian citizens, as well as to return them to their homeland in a short time.

At the moment when the UN is marking its 75th anniversary, it is ever more vital to take collective action and support the global cooperation. I would appreciate if you could inform me about the actions taken and provide with updates on this case.

Looking forward to your support and our further fruitful cooperation in protecting human rights.

In the modern world, pirate attacks and arbitrary detention represent grave violations of fundamental human rights and freedoms enshrined in international universal acts.
Taking the above mentioned into consideration, I ask you, Mr. Ojukwu, within the framework of your mandate to undertake the necessary measures aimed at observing the rights and freedoms of Russian citizens A. Perfiliev,
v. Nechai, v. Sechin, as well as provide all possible assistance in the quick return of sailors to Russia.

At the moment when the UN is marking its 75th anniversary, it is vital just more than ever to take collective action and support the global cooperation. I would appreciate if you could inform me about the actions taken and provide with updates on this case.
