Joint statement by Tatiana Moskalkova and Arman Tatoyan on the visit to the 102nd Russian military base

On November 27, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova and Human Rights Defender of the Republic of Armenia Arman Tatoyan visited the 102nd Russian military base (Gyumri, Republic of Armenia) to meet with the arrested Russian serviceman Andrey Razgildeev.
Following the visit, the ombudsmen of Russia and Armenia made a joint statement.
At the moment, the Russian citizen has been charged in the case of intentional infliction of serious harm to the health of an Armenian citizen.
The court of first instance of the Shirak Region decided to apply remand in custody on the territory of the 102nd Russian military base as a preventive measure against him.
The main purpose of the visit was to monitor the conditions of detention of Andrey Razgildeev and the ensuring of his procedural rights in the criminal process. We hope for a fair and transparent trial in the criminal case of Andrey Razgildeev. We will keep the situation with the observance of his rights under control.
