High Commissioner addressed Director of Federal Bureau of Prisons of the USA Ministry of Justice to protect the rights of Konstantin Yaroshenko

On February 19, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova sent a letter to Director of the Federal Bureau of Prisons of the Ministry of Justice of the USA Mark S. Inch on the issue of protection of rights of the Russian citizen Konstantin Yaroshenko.

Dear Mr. Inch!

Let me address you on the issue of protection of rights of the Russian citizen Konstantin Yaroshenko who has been serving the 20-years imprisonment in the Fort Dix Prison (federal correctional institutions).

As far as I know, recently his regime conditions have been toughened — he has been prohibited to purchase products and medications as well as to take outdoor exercises. Since March, 2018 the number of the visits are going to be reduced.

I consider that such toughing of regime conditions contradicts not only all the international penitentiary standards but also the principles and concept of your agency which, inter alia, guarantees to the inmates humanity while serving a sentence.

In this regard I urge you, Mr. Inch, to give an order to the officials to conduct a check of the compliance of the regime conditions with the relevant FBP (Federal Bureau of Prisons) standards. Also I expect your assistance to Mr. Yaroshenko in restoring his rights to purchase products and medications, to get relevant medical care as well as to overturn the ban for outdoor exercises and reducing the number of visits.
