Dolgov: CPT report confirms international law violations in Ukraine

14 January 2015

Russian Foreign Ministry Commissioner for Human Rights, Democracy and the Rule of Law Konstantin Dolgov told RIA Novosti news agency that the CPT’s report published on 13 January confirms Russia’s conclusion that gross violations of human rights take place in Ukraine and no efficient investigations are being held by Kiev.

"These are preliminary observations following the results of the CPT’s visit to Ukraine in September last year. Even a quick look analysis shows that the detained during the anti-terrorist operation witnessed excessive use of force by SBU officers," Mr Dolgov commented on the document.

According to him, this report "confirms our conclusion and the conclusions of many human rights defenders that the law enforcement officials do not seriously investigate the gross violations of human rights." "Unfortunately, the impunity for humanitarian crimes and multiple human rights violations still prevails on the part of the Ukrainian authorities and law enforcement bodies," the interlocutor underscored.
