Thanks to High Commissioner, a large family will receive a new apartment

06 March 2018

High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova received an appeal from the deputy of the State Duma of the Federal Assembly of the Russian Federation, P., in defense of the interests of citizen E., who lives in a failing building.

A woman and six members of her family lived in 2 rooms with a total area of 47 square meters in a communal flat. By the decision of the municipal authorities, the term for the resettlement of citizens from the applicant’s house was established until 2025, while the family was included in the list of the general order of citizens who need to provide housing facilities in 1988.

Citizen E. applied to the Baltic city court with a statement of claim that she was obliged to be provided with a landscaped living quarters that meet the sanitary and technical requirements. The court took the side of the woman. A few months later she was offered a vacant, comfortable two-room apartment, from which the applicant refused. Other living quarters, due to the lack of a free fund, were not offered to her.

In response to the High Commissioner’s statement, the administration of the Kaliningrad Region received information that the budget for 2018 of the city of Baltiysk provides a sum of money for the resettlement of citizens from the emergency housing fund, including the family E. Currently, documentation for the competitive procedures is being prepared.
