On 16 February, the State Duma Committee on Civil, Criminal, Arbitrary and Procedural Legislation approved the draft law on multiple estimation of the detention period during final determining of total imprisonment term. The committee advised to adopt the draft law in the first reading this week.
In September 2014, Commissioner for Human Rights in Russia Ella Pamfilova sent an official letter to Chairman of the State Duma Sergey Naryshkin with a request to represent the draft law for consideration of the lower chamber of parliament in the first reading. The draft law had been earlier prepared by member of parliament Pavel Krasheninnikov and remained in the State Duma since 2008.
The Commissioner has underscored that the urgent character of the issue is caused by the current situation when "the conditions of custody are more severe than those of the imprisonment in the majority of correctional facilities, and the scale of restrictions correspond to those in prison".
The draft law on amendments to article 72 of the Criminal Code of Russia provides for equaling one day of custody to one and a half in a general penal colony and to two days in a penal settlement. If the law is adopted, it will have a retroactive force so that the imprisonment term will be
