Right of pre-school teachers to preferential retirement pension restored in Saratov Region
The High Commissioner′s for Human Rights appeal to the Ministry of Labor and Social Protection of the Russian Federation successfully resulted in restoration of the right of 3,787 pre-school teachers to receive preferential retirement pension in Saratov Region of Russia. On 24 September 2015, the Ministry of Labor of Russia had issued an according Order that was subsequently registered by the Russian Ministry of Justice on 25 December 2015.
The High Commissioner′s appeal to the Ministry of Labor was based on the request of the Commissioner for Human Rights in Saratov Region for assistance in addressing the gap in the law.
The problem was that after the reorganisation of the educational institutions and due to federal legislative changes, teachers working in pre-school institutions ceased to meet the entitlement criteria for early old age pension.
According to the Ministry of Labor Order issued on the High Commissioner’s recommendation, the territorial bodies of the Pension Fund of the Russian Federation are to review the prior decisions to refuse pre-school staff applications for early retirement made in the period from 1 September 2013 to 24 September 2015.
