Official who refused to open criminal investigation brought to responsibility

A criminal investigation of personal injury claim filed by Ms K. has been started. On 20 January, the Investigative Committee of the Russian Federation in its reply to the High Commissioner’s official appeal informed Ms Pamfilova that the official who had earlier refused to launch criminal proceedings was brought to the disciplinary responsibility.

On 16 December 2015, the High Commissioner for Human Rights in Russia submitted the petition based on the complaint against the police inaction, submitted by a resident of the Republic of Tatarstan. The applicant was injured when a wooden beam fell down from the roof of the nine-storey building during the construction works in the town of Nizhnekamsk. Ms K.’s multiple attempts to register the claim against a local construction company with the police were refused.

The High Commissioner’s appeal in support of Ms K.’s claim resulted in criminal investigation started by the Investigative Committee of the Russian Federation which brought charges under Article 238, Part 1of the Criminal Code (execution of works or services that do not meet requirements of safety) against the director of the construction company «ЖКХ-11»ЖКХ» is the Russian abbreviation for «Housing and Utilities»). The Investigative Committee follows up the progress and results of the investigation.
