Memorial liquidation case closed

With the assistance of the Commissioner for Human Rights in Russia the human rights group Memorial liquidation case hearing date was changed and the group managed to amend its charter having eliminated its inconsistency with the Russian law.

On 28 January, the Supreme Court of Russia dismissed the Ministry of Justice’s claim to shut the Russian Historical-Enlightenment Human Rights and Humanitarian Society ‘Memorial’ down for the reason that the society had eliminated all the ascertained infringements in full. The Ministry of Justice announced termination of the case.

Ella Pamfilova said she was fully satisfied with the court’s decision.

In September 2014, the Ministry of Justice filed a lawsuit to the Supreme Court of Russia to close the Memorial Society down on the grounds that the society’s charter did not conform to the Russian law on non-commercial organisations. Commissioner for Human Rights in Russia Ella Pamfilova appealed to President of Russia Vladimir Putin to recommend the Ministry of Justice to withdraw the claim and to give the society an opportunity to amend its charter accordingly. Ms Pamfilova underlined that the society should not be liquidated only because of some formal characteristics.

A Ministry of Justice’s representative said "the appeal of the Commissioner for Human Rights Ella Pamfilova to postpone the reading of the case in the Supreme Court had been carefully examined in the ministry". The hearing was postponed so that the society managed to remedy the breaches.
