The Director of Pretrial Detention Centre No. 4 of the Moscow Department of the Federal Penitentiary Service of Russia (SIZO-4), the Deputy Director of the Operations Department, two detectives of the Operations Department and a medical assistant of the centre’s medical unit were dismissed. The deaths of the accused persons and infliction of bodily harm to people in the detention centre are being properly investigated: the criminal cases have been initiated, the checks are being held.
The results of the checks in SIZO-4 are reported in the official replies of the Prosecutor General’s Office of the Russian Federation and the Moscow Prosecutor’s Office to the official requests made by the Office of the High Commissioner for Human Rights in the Russian Federation.
The High Commissioner’s petition to competent authorities was based on requests from human rights activists and a number of media publications on major violations of human rights in Moscow detention centres in January 2016. Considering the serious nature of the situation, the High Commissioner petitioned the Moscow Prosecutor’s Office to check up the information and take measures to ensure respect for human rights in the city’s detention centres. Moreover, another request to share the results of a check-up was submitted to the Prosecutor General’s Office in view of the inspection launched by them.
