The Federal Law On the State Cadastral Valuation signed by the President of the Russian Federation on 3 June 2016 took into account several remarks and proposals of the High Commissioner for Human Rights in the Russian Federation. The law enters in force in 2017.
The High Commissioner participated in the discussion of the draft federal law during its elaboration. Having supported a number of provisions of the draft, the High Commissioner submitted an expert conclusion to the relevant committee of the State Duma. As a result, the document was amended.
Thus, several terms were specified, and the responsibility for the cadastral valuation activity was imposed on the state budgetary facilities. The commissioners for human rights in the constituent entities of the Russian Federation were granted the right to participate in the settlement of disputes arising on the topic of the cadastral value estimation.
The draft law was adopted on 22 June and approved by the Council of the Federation on 29 June 2016.
