Law on bases of prevention of offences took into account comments of High Commissioner

The Federal Law On Bases of System of Prevention of Offences in the Russian Federation signed by President of Russia on 23 June took into account comments and proposals of the High Commissioner for Human Rights in Russia.

The High Commissioner submitted comments and proposals during the consideration of the draft law by the State Duma. As a result, a number of value categories were removed, and ambiguity of some wordings was minimized. The definition of prevention of offences was improved as well.

The final edition of the document provides the specified concept of resocialisation, defines the persons subjected to the prevention of offences, and narrows the number of officials entitled to issue an official warning about inadmissibility of certain actions.
