Housing rights of orphan restored

With assistance of the High Commissioner for Human Rights in Russia the rights of a single mother, Ms V. , were restored. This was reported in the official reply of the Mayor of Petrozavodsk to the High Commissioner’s request. For eleven years the woman had been waiting for a court ruling to provide her with priority housing to be implemented. 

In May 2015, having exhausted all available tools for protection of her rights, the former graduate of an orphanage and the single mother of a minor child addressed the High Commissioner. She alleged that since 2004, by means of various resolutions, the Petrozavodsk City Administration had been delaying the implementation of the court ruling to provide the her with priority housing. Even the birth of the child in 2007 did not facilitate the process.

As a consequence of the inspection, in July 2015 the High Commissioner submitted requests to the Head of the Republic of Karelia and the republican Prosecutor. Following the request, the City Administration drafted a new amicable agreement under which it took obligations to provide the petitioner with an apartment by 1 December 2015.

In reply to the motivated request of the High Commissioner, the Mayor reported that the petitioner refused to sign the amicable agreement, under which she would be given a dwelling from the specialised housing fund, so on 4 December 2015 she was provided with a single-room apartment under a social hosing lease contract.
