In December 2014, following the petition of the Commissioner for Human Rights in the Russian Federation two homeless persons were accommodated in Loknyanskiy residential care home for the elderly and disabled.

Due to the loss of their accommodations in Pskov disabled citizens M. and P. became homeless. They were temporary sheltered by the Pokrov Community Public Charitable Organisation in Saint-Petersburg.

For a long time they had been refused accommodation in permanent establishments of Saint-Petersburg and Pskov region for the lack of their residence registration or the lack of vacant places in the social protection facilities.

Following the appeal of the Commissioner to the Governor of Pskov Region in support of rights of the homeless, the questionable issue was solved.
