Guilty of mass riots in remand centre punished
A criminal case opened against initiators of the riots in the remand centre (SIZO No. 1 of the Department of the FPS of Russia in Chelyabinsk Region), as well as against a member of administrative staff of the facility, the FPS said on February 13 in response to the official appeal of the Commissioner for Human Rights in Russia.
In addition, following the results of the FPS internal inspection a number of members of the facility have been held accountable for disciplinary offence. Heating system of SIZO No. 1 has been restored and a complete overhaul schedule for 2015 drawn up.
After the mass riots in the facility on the night of 8 December 2014, Commissioner for Human Rights in Russia Ella Pamfilova appealed to the FPS Director regarding the violations of custody conditions in the above remand centre in Chelyabinsk region revealed by the Commissioner’s representatives.
The violations of the detainees’ rights in the remand centre caused a public outcry and drew attention of human rights organisations and media. At present, the observance of human rights in the penitentiary facilities of Chelyabinsk region is under the Russian Human Rights Commissioner’s control.
