Disabled received annual allowance in full

On 24 December 2014, the Commissioner for Human Rights in Russia received a letter of gratitude from the disabled Mr H. injured at work — he thanked the Commissioner for the help provided in restoring his right to compensation for a job-related illness.

In February last year, Mr H., a resident of Rostov region, appealed to the Commissioner with a complaint that his insurance payouts he was entitled to due to his injury during the work in Uzbekistan had been cut down. With the assistance of the Commissioner’s office, the Ministry of Foreign Affairs of Russia sent a note to the Embassy of Uzbekistan to protect the Mr H’s rights, so that he was paid the due annual allowance up.

That is not the only case when the Russian citizens’ rights are violated, while this situation contravenes the agreement between our countries to mutually acknowledge the rights for compensation related to job-related injuries and illnesses. However, the problem has not been settled yet at the system level. Upon the government’s instruction, the ministries of labour and foreign affairs have been currently elaborating on some alternative schemes to transmit the social payouts given the effective legislation.
