As a result of the High Commissioners’ petition to the head of a medical unit a convicted disabled person was provided with a new cane.

In April 2016, convict Sh. serving his sentence in Correctional Facility No. 2 of the Novosibirsk Region General Department of the FPS of Russia petitioned the Commissioner.

The letter reported that the complainant belonging to II disability group had had his cane broken and during half a year had not been provided with a new one. The complainant had serious walking problems which could have led to a disciplinary punishment with the relevant law consequences (up to deprivation of the right to release on parole, visits, and receiving parcels).

After appeal of the High Commissioner to the Head of Medical Unit No. 54 of the FPS of Russia the conditions and procedure of providing the complainant with medical assistance had been inspected, and a new cane had been handed to the petitioner.
