On 16—25 December, a Decade of legal assistance to people held in detention facilities of the Federal Penitentiary Service of Russia was organised on the initiative of Commissioner for Human Rights in Ulyanovsk Region Lyudmila Krutilina.
On 24 December, the final meeting of the Expert Council on Guarantees of State Protection of Civil and Human Rights and Freedoms under the Commissioner for Human Rights in Arkhangelsk Region Lyubov Anisimova was held. The participants in the meeting summed up their work in 2015.

On 11 December, within the framework of the city events dedicated to Human Rights Day, a special meeting of prominent local non-government organisations took place in the White Hall of the Mayakovsky Central Public Library in Saint Petersburg. The event was initiated by Commissioner for Human Rights in Saint Petersburg Alexander Shishlov.
