On 18 February, Commissioner for Human Rights in Ulyanovsk Region Lyudmila Krutilina visited Pretrial Detention Centre No. 1 in Ulyanovsk in relation with an emergency situation, which occurred earlier in this facility. The inspection was conducted jointly with the Executive Director of the Commissioner’s Office, Konstantin Moskvichev, and the Assistant Director of the Ulyanovsk Region Department of the Federal Penitentiary Service of Russia on observance of human rights in penitentiaries, Igor Stabrovsky.
That was the topic of another release of TV program ‛Human Rights’ on the Public Television of Russia on 18 February. Director of the Department for Protection of Human Rights in Criminal Court Proceedings, the Office of the High Commissioner for Human Rights in the Russian Federation, Valery Bazunov, was the guest of the program.

Commissioner in Pskov Region revealed infringement in work of temporary holding facility in Velikie Luki

Commissioner for Human Rights in Leningrad Region persuaded officials to give consent to excavation of military burial site
Commissioner for Human Rights in Leningrad Region Sergey Shabanov initiated an excavation of the cemetery of Koltushskoe Village, which during the Great Patriotic War (1941–1945) served as a mass burial site of the Red Army soldiers. The above was reported on 9 February by the administration of the village in reply to the official request of the regional Commissioner.
