Commissioner for Human Rights in Irkutsk Region Valeriy Lukin addressed the Ushakovskoye Municipal Division Duma referring to applications from citizens objecting to the local authorities’ decision to build a passenger hub and a runway of a new Irkutsk airport on the territory of the Pivovarikha Memorial Complex.

"I believe, when considering the general layout, the Ushakovskoye Municipal Division Duma should follow the Federal Law On the Burial and Funeral Business," Valeriy Lukin said, "I suppose that when the general layout is considered, it should be sent to the municipal division’s head to be improved and to have the passenger hub (IT-4) excluded from the cemetery zone".

For reference: according to the land-use planning documents, within the confines of the new airport’s area there is a cemetery of around 17,000 victims of political repressions shot dead in the end of the 30s. The memorial complex was inaugurated in 1989.
