Ulyanovsk Commissioner visited Pretrial Detention Centre No.1
On 18 February, Commissioner for Human Rights in Ulyanovsk Region Lyudmila Krutilina visited Pretrial Detention Centre No. 1 in Ulyanovsk in relation with an emergency situation, which occurred earlier in this facility. The inspection was conducted jointly with the Executive Director of the Commissioner’s Office, Konstantin Moskvichev, and the Assistant Director of the Ulyanovsk Region Department of the Federal Penitentiary Service of Russia on observance of human rights in penitentiaries, Igor Stabrovsky.
On 15 February, staff members of the detention centre prevented a suicide attempt of two accused persons held in the facility. They were provided the necessary medical care. At present, the accused are under medical supervision.
Lyudmila Krutilina examined living conditions of the detention facility, and the implementation of the medical assistance procedure. She also spoke with the accused, suspects and the sentenced, gave answers to their questions, and, in particular, explained the procedure according to which they could receive medicines from their relatives. The Commissioner did not receive any complaints about conditions of detention or actions of the staff of the Centre. Lyudmila Krutilina also examined the progress of repair works in some of the detention centre’s cells.
Speaking at the meeting following her visit, Lyudmila Krutilina pointed out that the cells and other rooms of the facility needed further repair, the detained should be given written information on the procedure of their provision with medications, and also they should be provided with better psychological support.
