On 17 May, Commissioner for Human Rights in Tomsk Region Elena Kartashova attended a marriage registration of citizens held in Remand Centre No.1 in Tomsk (SIZO-1).

At the end of March 2016 during the open office hours in SIZO-1 the future spouses appealed to the Commissioner for assistance in marriage registration. Both detainees had difficulties with filing fee and submitting an application to the Civil Status Registration Office. As a result of measures taken by the Commissioner, on 12 April the staff member of the Civil Status Registration Office accepted an application and other documents from the citizens intending to get married.

On 17 May, during the visit to SIZO-1 the Commissioner also held open office hours.
