In January 2015, Commissioner for Human Rights in Altai Territory Boris Larin published a special guidebook On Rights, Freedoms and Remedies.

"The idea of this guidebook is to help those who are ready to protect their rights or assist to others, in accordance with the norms regulating legal relations in various public life’s areas. It will help to avoid mistakes, correction of which could exhaust one’s time, emotional and physical resources; and while sometimes correction of some mistakes is impossible because the provided procedural terms may expire or because of other reasons," Mr Larin said.

The guidebook contains information on the human rights institutes in Altai Territory, which can assist in resolving human rights issues.
