Seminar on treatment of persons in detention facilities held in Ulyanovsk Region

two-day seminar held with participation of law enforcement officers and members of the Public Monitoring Commission of Ulyanovsk Region was devoted to the formation of knowledge and abilities in treatment of people held in detention facilities.

The annual event takes place in Russia’s regions on the initiative of Maria Kannabikh — Member of the Presidium of the Presidential Council for Civil Society and Human Rights.

The seminar was attended by the Commissioner for Human Rights in Ulyanovsk Region Lyudmila Krutilina, a representative of the Office of the High Commissioner for Human Rights in the Russian Federation, Executive Director of the PMC Council Vitaliy Polozyuk, Member of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment Natalya Khutorskaya, as well as representatives from other agencies and organisations.

The participants in the seminar examined the implementation of international standards and provisions of the Russian legislation in the field of protection of rights of citizens, who are temporarily isolated from the society.
