Following the results of the investigation initiated by Commissioner for Human Rights in Novosibirsk Region Nina Shalabaeva in relation to the managing company of an apartment building, an administrative offence procedure was initiated and the supply of electricity and water to the apartments restored.

On 16 October, the residents of the apartment building sent a letter of gratitude to the Commissioner, having expressed their appreciation for "the high quality of the work, understanding, professional approach, prompt attention and timely assistance in resolving the matter".
