Right of Uzbekistan citizen for family reunification with her daughter in St. Petersburg restored

19 January 2016

With the assistance of Commissioner for Human Rights in St. Petersburg Alexander Shishlov the right of a citizen of Uzbekistan W. for reuniting with seven-month-old daughter left in St. Petersburg has been restored. In the nearby future the mother will be able to come and take the child with her.

The citizen W. gave birth to a daughter on 24 may 2015 in St. Petersburg. In June due to difficult life circumstances, a single mother temporarily placed her in a psycho-neurological orphanage № 8 of Krasnogvardeisky District.

According to the information received by the Commissioner in St. Petersburg from the administration of the orphanage, Mrs. W. visited her daughter every day, brought products and walked with her. Subsequently, the woman had to go to Uzbekistan to exchange her passport. She was unable to return to St. Petersburg as she was denied to entry the territory of the Russian Federation for three years because of the violation of immigration laws. The period of temporary stay of the child on full state provision in a psycho-neurological orphanage expired on 1 December 2015.

Under such circumstances the woman wrote to Commissioner in St. Petersburg with a request for assistance in reuniting with her daughter. Alexander Shishlov addressed the Department of Federal Migration Service of Russia in St. Petersburg and Leningrad Region. The Agency took into account "the exceptional circumstances" and passed a permission to enter W. the Russian Federation.
