On 22 October, another release of the ‘Human Rights’ programme was broadcast on the Public Television of Russia channel (OTR). This time the subject of the discussion was defined by Commissioner for Human Rights in Trans-Baikal Territory Nikolay Kargin.

For the regional commissioner the social protection issues are always of primary concern. Basic problems the people with disabilities complain about are the improvement of living conditions, the medical assistance, the provision of technical rehabilitation means, and the disagreement with decisions of medical examination commissions.To resolve these complicated issues, it is necessary to have a more efficient legal regulation, allocate additional funds, improve current and introduce new mechanisms of ensuring the rights of the disabled, and create conditions for their social adaptation.
