Observance of right to education discussed in Udmurt Republic

On April 3, under the chairmanship of Commissioner for Human Rights in the Udmurt Republic Veniamin Solomennikov a meeting of the Public Expert Council under the regional Сommissioner was held. The main agenda consisted of the results of monitoring the observance of the constitutional right of citizens to education, which was organized in connection with the complexities in case of entry into general educational establishments.

A working group was established to conduct the monitoring. The issue of ensuring the constitutional right of citizens to access pre-school and basic general education is relevant and significant: the results of monitoring showed that in the presence of positive demographic trends no adequate measures were taken to create new places in schools and kindergartens in the republic; in the absence of a sufficient network of educational organizations, their overcrowding is observed; the lack of places in kindergartens creates queues for obtaining vouchers for children under three years of age, and in some municipalities for children who have reached the age of three; the order of admission of children in the first class requires improvement; all this circumstances negatively affect the quality of life of Udmurtia’s residents.

Representatives of ministries and departments of the Udmurt Republic were also involved in the discussion of the report. As a result of the discussion, the participants of the event developed recommendations to the Government of the Udmurt Republic, the Ministry of Education and Science and local authorities.
