On April 20, the Commissioner for Human Rights in the Novosibirsk Region Nina Shalabaeva took part in the round table on the problems concerning the juvenile judiciary.
In the course of the event, there was a discussion of the key aspects of the realization of methods and forms of friendly justice towards children as well as the creation of favourable atmosphere for those children who have got into criminal legal proceedings.
Nina Shalabaeva said that in 2016 she had received 29 appeals made on behalf of minors being in different complicated life situations. Besides, last year, with the aim of inspection, the Commissioner visited a juvenile correctional facility three times.
«I believe that a child that has got into a place of deprivation of liberty is vulnerable and does not apprehend the reasons of his/her detention in this institution. That’s why the goals of criminal proceedings must be of pedagogical and educational character. Besides, juvenile offenders must be regarded not as objects for repressions but as subjects to rehabilitation», the regional ombudsman said.
In conclusion, Nina Shalabaeva thanked the President of the Novosibirsk Regional Court Rimma Shatovkina for holding of traditional annual meetings devoted to the protection of childhood.
Besides, the officers of rehabilitation facilities for minor offenders of the region and the representatives of law enforcement organs and of judicial authority of the Novosibirsk Region took part in that event.
