New detention center opened in Khakassia

On November 8, Commissioner for Human Rights in the Republic of Khakassia Alexander Chistotin visited the opening of new detention center No. 1 of the Republic of Khakassia Department of the Federal Penitentiary Service of Russia (UFSIN of Russia).

The event was attended by the heads of the Supreme Council, the Prosecutor’s Office, the Ministry of Internal Affairs, as well as departments and agencies of the Government of the Republic.

The head of the UFSIN of Russia Yaroslav Bazhan reported on the structure of Pretrial Detention Center No. 1 and conducted a guided tour to those present, during which they could personally witness the conditions of detention.

At the end of the event, Alexander Chistotin noted that the premises of the new detention center fully comply with the requirements of the «Standard Minimum Rules for the Treatment of Prisoners» adopted at the Geneva Congress of the United Nations for the prevention of crime and the treatment of offenders. In each cell there are necessary items of soft and hard inventory, sanitary equipment, modern refrigerators and televisions, electric kettles. The area of the premises is designed at a rate of 7 square meters per person. Improved conditions of detention are provided for women and underage persons.

According to Alexander Chistotin, it is also very important that the heads of the UFSIN in the Republic of Khakassia also took care of the conditions for performance of service of the personnel. In the new complex of buildings for the staff, a sports hall, a football field with artificial turf, a shooting range, a gym and a dining room are built, and there are rooms for the rest of the persons in charge.
