Monograph dedicated to Commissioner’s institution published in Perm region
On August 16, a presentation of the collective monograph "Formation and development of the institution of the Commissioner for Human Rights in the Perm Krai" was organized, initiated and created with the participation of regional Commissioner Tatiana Margolina. The Commissioner in the Perm Krai gave an interview to the regional media.
— How did the scientific work on the activities of the Commissioner for Human Rights in the Perm Krai appear?
— The idea of creating a monograph appeared when the 15th anniversary of the institution of the Commissioner for Human Rights in the Perm region was celebrated. It is clear that the State Human Rights Institute was held: a new phenomenon, created without any textbooks, appeared, became stronger in the region and country human rights area. It is impossible to generalize, not to analyze And such a unique experience should be generalized and analyzed.
The monograph was created by the Office of the Commissioner for Human Rights in the Perm Krai, Professor NRU HSE in St. Petersburg, Member of the Board of the European Ombudsman Institute Alexander Sungurov active participated in its creation. This scientific legal publication was reviewed by lawyers. It describes the legal framework for the establishment of the institution of Commissioners for Human Rights, the stages of its formation and development, the main thematic priorities, and the effectiveness criteria. In addition, a system of relationships with various institutions — both state and civil is mentioned.
In general, this attempt is unique: up to now only in the Krasnodar Territory the experience of the regional Commissioner have been analyzed. This is not surprising: in many Russian regions the institute is still in its infancy.
— You have not only published a monograph, but also organize its public presentation.
— This is not just a presentation of the text, but an occasion for discussion. We wanted to demonstrate the life of the Commissioner, when every day brings new challenges, every day decides whether this institution will develop or wither away.
— For the first time you will present a report to the Legislative Assembly not for a year, but for five years of work.
— The current Legislative Assembly is composed by new members, the deputies are on duty for the first year. They did not see how we worked in previous years, with the previous membership of the regional parliament, and in fact they are responsible for solving the current problems. I want to see with them what has happened in five years with respect for human rights, what is the dynamic, what do people care about, what problems have already been solved, and what, on the contrary, are aggravated, what remains at the same level without progress.
I want to instruct the deputies. The annual report has always been a «homework» for the deputies, their area of responsibility.
— What are the main trends for five years?
— As elsewhere, social rights remain the most acute and problematic, however, the number of violations is gradually decreasing.
— Is there anything you have not managed to do during your tenure as Commissioner?
— There is one remarkable initiative of the Perm Human Rights community — to create in the Perm Krai a Human Rights council affiliated with the governor on the model of the Human Rights Council affiliated with the President of the Russian Federation. It is needed to directly inform the chief executive about human rights observance.
A huge problem is that the chief executive lacks direct information about the human rights observance, but this is a statutory requirement, it is fixed in the region charter and should be implemented, even by means of new institutions creation.
