Monitoring of polls preparedness in Voronezh region

09 September 2017

On September 6 and 7, Commissioner for Human Rights in the Voronezh region Tatiana Zrazhevskaya and the Chairperson of the regional Election Commission checked the readiness of polling stations in the Paninsky and Petropavlovsk districts.

In total, 2,695 challenged voters live in the above-mentioned districts. Therefore, special attention was paid to convenient roads and pedestrian routes, special parking places for personal vehicles, placement of voting premises on the ground floors of buildings or the availability of lifts with a wide doorway, wheelchair ramps, flooring plates, tactile pointers, sufficient information and other guarantees of real participation in the election of challenged persons, as well as the installation of signs "Pedestrian crossing" in front of the polls entrances.

The monitoring showed full readiness of election commissions for the voting day: polling stations are equipped, stationary and portable ballot boxes are made from transparent material, convenient positions for observers are created. The entrance to the polling stations are equipped with wheelchair ramps, but not all of them meet the technical requirements (there are no handrails, a high inclination angle, non-standard width).

In addition, it is necessary to create other conditions that guarantee unhindered access to the exercise of active election right not only for people with musculoskeletal disabilities, but also for visually- and hearing-challenged persons (for example, tactile pointers, typhlo-technics, sign language interpreters).

Tatiana Zrazhevskaya also noted that "in the future, it should be analyzed the possibility of involving challenged people in the election commissions composition".
