Measures to combat recidivism discussed in Vologda Region

On April 12, Commissioner for Human Rights in the Volorda Region Oleg Dimoni held a meeting on the problems of interdepartmental cooperation in matters of social adaptation of persons released from prison.
Representatives of regional executive authorities, penitentiary system, the police, the mayor’s office of Vologda, the administration of the Vologda Region, the Vologda diocese and public human rights organizations took part in the discussion.
Oleg Dimoni drew attention of the participants to the high percentage of recidivism in the region, which exceeds the average index in Russia. The Commissioner considers that the main reason for the current situation is the lack of systematic work on social adaptation of persons released from prison. Making a difference is possible only by combining the efforts of state and local authorities, police and indifferent social activists.
According to the results of the meeting, ombudsman Oleg Dimoni will prepare and present proposals on strengthening interdepartmental cooperation in matters of social adaptation of citizens released from prison to Governor of the region Oleg Kuvshinnikov.
