On 5 August, Commissioner for Human Rights in Irkutsk Region Valeriy Lukin visited temporary holding facilities of the Ekhirit-Bulagatsky Interdistrict Unit of the Ministry of Internal Affairs of Russia in Bayanday Village to inspect conditions of detention of suspects and accused persons. In view of the failures found out during the inspection the Commissioner requested the Prosecutor of Irkutsk Region to take adequate measures.

During the visit the Commissioner revealed that the facilities’ building fails to conform to the proper requirements. The cells lack for basic sanitary conditions: no windows, venting, sewage, and water supply. The people detained and arrested do not undergo sanitisation and their clothes are also not sanitised due to the lack of the special equipment. The Commissioner noted that to be in custody in small close cells, without daylight and plumbing, was a real torture.
