Irkutsk Commissioner reports on unlawful arrest of more than hundred people

The Commissioner for Human Rights in Irkutsk Region reports that an unlawful arrest of more than a hundred people has been revealed in Irkutsk. Valeriy Lukin has already petitioned the Prosecutor’s Office of the region.

The complaint received by the Commissioner said that on 16 April, on the territory near the Irkutsk Mosque more than a hundred people, belonging mostly to ethnic groups of Central Asia were arrested and escorted to the Police Unit No. 7.

According to the provided information, they were arrested without sufficient legal grounds, police officers failed to act in compliance with the requirements of the federal law. Since the Police Unit No. 7 does not have enough room to accommodate so many people, the detainees had been held in inappropriate conditions for a long time.

Staff members of the Office of the Commissioner for Human Rights in Irkutsk Region visited the police unit to clarify the circumstances of the case. As a result of the visit a petition with a request to initiate an examination and take legal actions of the prosecutorial response has been sent to the Prosecutor’s Office of Irkutsk Region.

The Commissioner will continue to monitor the situation.
