Irkutsk Commissioner petitioned regional prosecutor in connection with restriction of right to free fare

On 3 October, Commissioner for Human Rights in Irkutsk Region Valeriy Lukin sent a letter of request to Prosecutor of Irkutsk Region Igor Melnkov in connection with the regional Government’s resolution restricting a number of free rides in public transport for preferential categories of citizens since 1 October 2016.
