Federal Service for Surveillance in Healthcare agreed with Irkutsk Region Commissioner: regional psychiatric service needs upgrading
The Federal Service for Surveillance in Healthcare sent a letter to the Governor of Irkutsk Region with a proposal to take drastic measures to improve the mental health services in the region. The materials provided by Commissioner for Human Rights in Irkutsk Region Valeriy Lukin revealed numerous violations of rights of citizens with mental illness.
For several years, the psychiatric service’s condition has been being the issue of great concern of the Commissioner. In February 2014, he presented a special report “On Problems of Ensuring the Rights of Persons with Mental Illness in Regional State Facilities of Irkutsk Region”, which was sent to the Governor of Irkutsk Region, the deputies of the Legislative Assembly, and the Prosecutor's Office of the region. According to Valery Lukin, a special attention should be paid to the branch of the Irkutsk Regional Psychiatric Hospital No. 2 in the Alexandrovskoe Village of the Bokhansky District, and to the Irkutsk Regional Psychiatric Hospital No. 1.
