Experts discussed Irkutsk ombudsman special report
On 28 October, at the meeting of the Expert Council under the Commissioner for Human Rights in the Irkutsk Region a draft special report «On some issues of ensuring financial guarantees in order to realize the right of citizens to healthcare and medical assistance in the Irkutsk Region» was discussed.
Opening the event, Viktor Ignatenko noted the relevance of the stated topic and the reasons for highlighting this problem in a separate report: from year to year, there is underfunding in the region’s healthcare sector.
The ability of citizens to exercise their right to medicalcare depends on the level of financial support. The very right to life should be a priority. And now, it depends on how fully healthcare facilities are provided with personnel, equipment, and proper buildings. Even though the deficit in healthcare sphere had recently been significantly reduced, the problem has not yet been resolved.
Experts, including legal scholars, practitioners, representatives of the Control and Audit Chamber of the Irkutsk Region, not only assessed the problem topicality, but also made suggestions on certain provisions of the report, including in terms of forms and methods of solving the current problems.
