Ella Pamfilova rated second in top efficient politicians list

According to the Institute of Socio-Economic and Political Research (ISEPR Foundation), High Commissioner for Human Rights in Russia Ella Pamfilova is one of the most efficient public politicians.

On 21 December 2015, the ISEPR Foundation published a new research named ‘Rating 2016’ where Ella Pamfilova was listed second in the top 100 national leaders. In comparison with the same rating in April, Ms Pamfilova’s place has improved by four positions.

According to experts of the ISEPR Foundation, High Commissioner for Human Rights in Russia Ella Pamfilova has been regularly posing acute questions from the opposition’s agenda to the government, and "thanks to her reasonable arguments and respect in the eyes of various opposed representatives of the civil society" she achieves sufficient results.

The Foundation’s report notes the High Commissioner’s role in solving present day problems of the general public in Russia: "In terms of protection of political rights, the process of making the legislation on NGOs more detailed started with assistance of Ella Pamfilova. In addition, authorities consider the institution of the Russian High Commissioner as an independent controller in the most politicised field — the monitoring of elections.

After interference of Ella Pamfilova, some persons involved in the 'Bolotnaya Square' case and others, claimed to be political by the opposition, were released on parole.

At the instigation of Ella Pamfilova, Russian participants in the air force operations in Syria will be given the status of military actions’ veterans entitling them to special social benefits. Besides, after the exacerbation of relations with Turkey, Ella Pamfilova focused attention of all regional commissioners on the need to control respect of rights of all Turkish citizens in Russia.

Ella Pamfilova managed to get a response from federal authorities to some acute social issues that caused tensions in the regions and can be politicised by parties in the year of the elections. At the meeting with the President, Ms Pamfilova raised a question of incorrect cadastral assessment of land property, substantial increase of the land property tax (now benefits for small land lots are expected to be introduced), and non-transparent character of the levy for complete repair of apartment buildings in various regions of Russia.

Ella Pamfilova has been following on the situation of protesting truck drivers: she opened an information centre for complaints against any abuse of power by police staff, and organised a meeting between representatives of the truck drivers and officials of the Ministry of Transport," the survey says.
