On 22–23 July, Commissioner for Human Rights in Lipetsk Region Nikolay Zagnoyko, Assistant Prosecutor for Implementation of Law in Correctional Facilities of Lipetsk Region Viktor Polyakov, members of the Public Monitoring Commission, and Assistant Director, Human Rights Protection in the Penitentiary System Directorate, Lipetsk Region Directorate of the Federal Penitentiary Service of Russia, Igor Kirpichkin, inspected the detention conditions in the Correctional Medical Facility No. 1 (LIU-1, Usman Town) and the Correctional Facility No. 6 (IK-6, Lipetsk Town).

The commission inspected the living space and public utility area, units, a canteen, short and long-term visits rooms, and a church.

The members of the commission gave a positive report of the detention conditions in the facilities.
