With the assistance of Commissioner for Human Rights in Penza Region Elena Rogova, power supply has been restored in the country house of a disabled resident of Penza. The chairman of gardeners' association, who had illegally cut off the electricity in the country house, was held liable for the administrative offence.
Earlier, the resident submitted a petition to the Commissioner complaining about the illegal power
It was cut off by the chairman of gardeners’ noncommercial association without prior notice to the association’s board and the land owner.
Elena Rogova contacted the chairman of the association, but he refused both to reply to her letter of inquiry and to speak on the telephone.
Therefore, he broke another law, since the Commissioner for Human Rights in Penza Region has the right to request and receive documents and materials from directors of organisations in Penza Region required to investigate a complaint.
The Commissioner contacted the Prosecutor’s Office and the power supply was restored in the country house. Police drew up a report on an administrative offence against the chairman of the gardeners' association.
In addition, the complainant was informed that he had the right to file a lawsuit to recover compensation for moral damage.
