Commissioner in Tomsk Region identified problems visiting remand rooms in courts in Tomsk and Seversk

In September — October Commissioner for Human Rights in Tomsk Region Elena Kartashova discovered a number of problems while inspecting remand rooms in courts in Tomsk and Seversk.
In particular, there is no daylighting and free access to potable water in the cells of remand rooms. Moreover, there is no difference between cells for adults and for minors.
From Commissioner’s point of view, video surveillance system should be installed in remand rooms, including the cells for people held in custody.
