On 18 February 2016, Commissioner for Human Rights in Pskov Region Dmitry Shakhov checked a temporary holding facility of the federal police in the town of Velikie Luki.

In Dmitry Shakhov’s opinion, it is rather a serious violation, because a citizen must be informed not only of his/her duties and the rules of conduct in the institution but also of the rights he or she is entitled to by law. Moreover, he or she has the right to ask to read about his or her rights in a special federal law. This is a particularly important issue,. since people in custody can be divided into two groups: those detained for an administrative offence and those for a criminal one. Their rights differ significantly.
During the inspection of the premises the regional Commissioner spoke to the people detained in the facility. They were satisfied with the quality of food, had no complaints about the staff and conditions of detention. The detainees were also satisfied with the living conditionsin the facility, which was built in the middle of the last century and meets neither Russian nor international standards.
Following the inspection, the regional Commissioner will submit the official opinion to the Pskov Region Department of the Ministry of Internal Affairs of Russia. The document will contain a set of recommendations aimed at restoring the violated rights of the citizens.
