On August 23, 2017, a regular meeting of the Advisory Public Council of the Perm Krai Electoral Commission was held, dedicated to reviewing the principles of journalistic ethics during election campaigns.
Commissioner for Human Rights in the Perm Krai Tatiana Margolina, chairperson of the regional election commission Igor Vagin, chairperson of the grand jury of the Perm regional organization of the Journalists’ Union of Russia Galina Kulichkina, as well as representatives of the Public Chamber of the Perm Krai and public organizations took part in the meeting.
Galina Kulichkina told the board members that the number of complaints concerning electoral law violations in the media last year decreased by almost seven times, compared to 2011. This year, the campaign for the governor election and municipal elections are held in a nonconfrontational manner, it is confirmed by the absence of complaints about illegal or unethical publications in the media. This is the result of joint efforts of the election commission, the Commissioner for Human Rights and the Perm organization of the Journalists’ Union. Nevertheless, there is still a risk of using unacceptable methods of political struggle. That’s why a joint decision was made to appeal to the journalistic community in order to prevent such situations during the current campaign.
In this connection, Tatiana Margolina, Igor Vagin and Galina Kulichkina signed a joint appeal to the journalistic community "On observance of legislation requirements and ethics during campaign period".
It is to be recalled that on August 12 in the Kama region an agitation period began in the media.
According to the chairperson of the Perm Krai electoral commission, this is the most crucial time of the election campaign period, since the participants in the electoral process, already registered candidates, agitate for themselves publicly through the mass media.
In these conditions, it is very important that both the candidates and the media should comply with the law and ethics requirements.
